From: Patrick SCHOULLERSubject: Consortium espagnol recherche partenaire français pour projet ETEN en eprescription Le Collège de Pharmaciens de Valencia veut présenter un Market Validation sur l'ePrescription, et voudrait bien avoir un partenariat Français associé. back ground Many EU member states are in different phases of implementation of ePrescription systems at a national or regional level: • Sweden (2000) (45% prescriptions are already electronic), • Finland (pilots in 2003-2004) • Belgium • France • United Kingdom • Germany • Spain • Portugal In Spain, several regional administrations have developed their own models, among them Valencia, with the full commitment and participation of the Colegio Oficial de Farmacéuticos de Valencia. The interoperability between different ePrescription systems to cope with citizens’ mobility is hampered by several barriers: Heterogeneity of health models: • Public and private health models at the different member states and their regions are heterogeneous. Lack of technological infrastructures: • Equipment, connections and software required to carry transactions all the way between doctors prescribing and pharmacies delivering are not always existing, or compatible. Lack of standards: • Patient identification supports (health cards), prescription formats and nomenclators of pharmacy products are different from country to country. Language barriers Therefore the cycle from prescription to delivery of medicines becomes extremely complex as cross-border mobility of EU citizens grows. The project MEDS proposes the market validation of a system with the following functionalities: • To identify the medicines prescribed to a specific citizen (assigned to him through an electronic prescription), with independence of the country or region where the prescription was originated, • To deliver pharmaceutical products to users with open electronic prescriptions with independence of the pharmacy’s geographic location, updating their prescription record, • To provide users at the pharmacy with a printed copy of the medicine’s brochure in their mother tongue. The system will provide full traceability of the transactions, for clinic as well as economic purposes. Consortium espagnl • The Colegio Oficial de Farmaceuticos de Valencia, Coordinator of MEDS, is building a local consortium that will include the main stakeholders in Valencia: o The Regional Ministry of Health (Consellería de Sanidad) o A private Hospital o A public Hospital o Technological partners (operators, software integrators) • The Colegio Oficial de Farmacéuticos is a public-law non-profit organization representing the 1400 pharmacies in the province of Valencia. Over 100 of these establishments will be selected for participation in this project. • Valencia receives every year millions of visitors from the EU countries, making it a perfect site for pilot testing a transeuropean service involving citizens’ mobility • An eTEN project requires a transnational consortium made up by a minimum of two organizations from two different EU member states. • Nevertheless, in order to carry a sound market validation process, the Colegio de Farmacéuticos de Valencia is looking for a bigger consortium involving at least two other EU countries or regions, besides Valencia. • The main requirement is to have a working electronic prescription system, and the capacity to commit the support of the main national/regional stakeholders, including the Administration, prescription organizations, and a significant number of pharmacies.
